Cadillac Repair: 1992 cadillac deville, cadillac deville, jackstand


Question
Someone taper with my car and now it will not start. What could a person do to my starter? Is there a wire or relay switch, that is connected to the starter? Or any switch that could be unplugged? The battery is new. I tried to jump(knowing it wasn't battery). What else can be disconnected that I can re-connect? Where is the starter located? The car is in good condition.

With the car on a lift NOT A JACK or JACKSTAND if you look right in the center of the bottom of the engine you will see the starter, on the left side there are two wires, with a screwdriver that has an insulated handle, short out the two bolts on the top of the starter by simply touching them both with the metal from the screwdriver. The motor should start, and possibly die out. If it dies out there is either a transmission safety switch fault, fuel pump issue, injector issue, or some kind of short.
