Cadillac Repair: dim switch, cadillac fleetwood, steering wheel

hi i have a 1991 cadillac fleetwood and to dim or brightin the headlights ,the steering wheel has to be tilted in the up position.any solutions to this?

Somewhere in teh dash there is a corroded wire, get some contact cleaner and remove the headlight panel in the dash and spray the all the to and from connectors for the device, also check the fuse for it. Let me know if this solves it cause there is another possibility.
