Cadillac Repair: 1996 Cadillac Seville STS, cadillac seville sts, turn signal flasher

Tom, where is the flasher located on this vehicle. I can not find it and it needs to be changed,also the heat or a/c is not blowing, I unhooked the wiring plug and hooked my volt meter, started the car put heat on high getting around 14 volts d.c,  could it be the blower motor?

Answer
The turn signal flasher is hidden behind on the backside of the panel that runs along side of the steering column. Use a flashlight to find it. It is a small round device. You must remove the big black plastic cover from under the dash to see it.

If you cannot hear the blower motor running the cause in most cases is the blower motor.
