Cadillac Repair: 93 STS surging, vacuum leak, intermittant

93 seville 4.6 NStar Extreme surging hot or cold intermittant . cleared codes repetedly only PO25
comes back after problem reacures (frequently,1-5 minutes)
I can hear what seems to be a vacuum leak around P.S. pump when problem is present and can see the idle motor reacting at the same time used spray can test  for v-leaks with no result  

Answer
P025 = 24x signal low. You have either a:

1. Ignition control module failure in the distributor.
2. A faulty PCM (computer).
3. Faulty wire between the above 2 items.
