Cadillac Repair: 96 Deville Interrior Lights Inoperative & 3.2 Amp Draw on Body Fuse 3...., cadiliac, amp meter

I have a 1996 Cadiliac Sedan Deville that has a 3.2 amp draw on maxi fuse number 3, the interior lights do not come on,(they did for a while when you turned the light knob to the full clockwise direction, but that has now ceased to work the interrior lights as well)and when you pull the number 3 maxi fuse for body, a .4 amp draw stays for 30 to 40 seconds and then drops to less than .1 amp(computer draw). Could this be in the body control computer itself, requiring replacement of the computer?

Leave the amp meter installed and re-install the maxi-fuse and individually start pulling the following fuses to see which one causes the most amount of amps to drop:

ABS fuse
IGN O Eng fuse
CNR LP fuse.
RSS fuse.
Igno Body fuse.
Turn Fuse.
Elc fuse.
Console fuse.
