1-how to test or find out if catalic converter is good or pluged.?
2-in winter usually most cars release too much smoke in the morning
what is could be the cause & what could be done to stop it

To test the catalytic converter you need to perform a back pressure test using a pressure gage.

The white smoke that you see in the winter time is just the exhaust system warming up the exhaust pipes which is perfectly NORMAL and NOTHING can be done about it.
