Cadillac Repair: cruise control, cadillac dealerships, speed sensors

Question -
I have a '99 Sedan DeVille with I believe a 4.6L engine.

The problem: My cruise malfuncions and disengages after a short time in set mode.  The higher speed at which I set the speed the more fluctuation I experience in the LCD speedometer on the dash.  At 70 mph or better the indicated speed jumps up and down eratically but the actual speed remains steady.  After a short time the cruise can't keep up and shuts down and won't even come on again unless I shut the car down for a period of time and it apparently reboots or resets and will function again when I start the car.

My first effort to correct this was to, as advised, replace the speed sensor.

This didn't do it.

My next effort was to replace the transmission with "all the current updates" which should have corrected my problem.  I was told that the gears in my old transmission were worn and I may also have had bad "internal" speed sensors.

My cruise still malfunctions.

Why am I still having this problem?  Two Cadillac dealerships and now a (hopefully) reputable Cottman Transmission shop has worked on this at a very high cost to me and the c.c. still doesn't work.

PLEASE HELLLLLP!!!
