Cadillac Repair: system problem, true mileage, fusible links

1990 Seville 4.5 V8
When I turn the car on the driver information station says "system problem", speedometer reads 0 mph at any speed, odometer flashes true mileage then 0 miles, fuel reads empty but true amount pops up every now and then, defrost blows and stops randomly. vehicle runs and drives great.  driver information station will only read system problem no matter what button is pressed a/c also does not work but it did before this problem.  I have tried holding down the off and warmer button but "system problem" still remains on the screen.  i have checked all of the fuses and fusible links in the engine bay.  please help i am stumped
