Cadillac Repair: cooling fans, electrical schematics, stop car


Question
While driving the other day my car (92 eldorado etc,not northstar) started saying stop car engine overheated. it usually runs up to 227 temp but the engine temp was only 205. I pulled over and checked the fliud level and it was fine. i took a long trip on the freeway and it ran fine at around 200 temp. but when the car is not moving the temp goes up quickly and i get the stop engine overheated from the dash. im pretty sure my cooling fans are not running and that is why it is fine when i am at speed, but not in traffic. are the fans controlled by a switch or relay i can replace? the fuse loooked fine. ALso why is it thinking the engine is overheated at only 205. how can i check if it is a switch or relay or the actual fans are bad. also if one fan went bad would it affect the next in the sequence or are they seperate. or is this all controlled by the computer? THere is no water on the dipstick so the engine is fine overall. i really need to fix this problem myself.
