I have and 89 fleetwood brougham with a 5.0 307 motor recently I went to get it inspected here in ny and it failed the emissions there were high
I notice when i run the car there is a bit of black soot on the ground near the tailpipe but it doesn't noticably smokewhen i drive it.It runs great but does seem to be running rich for some reason
also when its cold out in the winter when i first start the car it starts really hard and is a problem to keep running then after less than a minute i would say it goes perfectly smooth like nite and day  is there something I can do myself or service to get it to run better to pass inspection? I already did a complete tune up before I took it the last time
I really like the car and would love to get it straight

Hi T, Without access to a scan tool to see what the sensors are telling the computor it would be tough to point to any one thing. However if you haven't replaced the oxygen sensor that is a possability. Also on higher mileage vehicles the fuel pressure regulator tends to develope a hole in the diaphram and allow fuel to go into the engine via the vacuum hose. If you run the engine and then shut it off it would be safe to remove the vacuum hose and see if any fuel is present. You could also turn the key so the dash lights up and that will pressureize the fuel system and then you might see fuel. As a last test run the engine with the hose off and see if gas dribbles out.

    Those 2 things can cause the engine to run rough and allow black smoke out the tailpipe. As a last suggestion, take the car to your mechanic for a diagnostic and see what they come up with. Then you can deside if you are up to replaceing that part or just let the tech do it.

Hi T, It would appear that I read your question too quickly because the 307 is carburated and doesn't rely on a fuel pressure regulator where as the 305 does and they are both called a 5.0 liter engine.

    That said it is really important that you have access to a scan tool to see what the data is that the computor is getting. It could be that the dwell for the carb. mixture contol or idle circuits needs adjustment or the carb could need a rebuild. One thing that happens is there are 2 plugs on the bottom of the carb that can leak. In order to see that you would need to take the carb off, flip it over or look underneith and the plugs are in the middle of the bottom plate. There is a special epoxy that is used to seal them up otherwise replaceing the carb would be necessary.

    You could remove the oxygen sonsor and see what color it is just like reading a sparkplug. If it is all caked up or black and sooty looking then replaceing might be all that is necessary.

    It has a MAP sensor that could have a small hole in the vacuum hose or the TPS might be set too high. There is a vacuum tap in the RF corner of the intake behind the A/C compressor that the plastic top will come off and create a vacuum leak and cause the computor to richen things up. The one you are looking for has a 3/8" fuel hose going to the top port on the valve I believe.

   If the charcol canister gets loaded up with gas it can make the engine run rich.

   As you can see there are quite a few possabilities for your problem and I'm sure some I haven't mentioned. See what you come up with and let me know if you have anymore questions. Bill
