Cadillac Repair: Turn Signal Flasher, cadillac deville, turn signal flasher

I have a 1999 Cadillac Deville.  Problem is the turn signals don't flash.  I have checked all light bulbs and fuses.  Additionally, I checked the flasher for the Hazard (underneath dash,  drivers side right of steering column), all good.  

I called Cadillac to ask if there was one each flasher for the turn signals and hazard.  They are not sure, but think there is another flasher for the turn signals underneath the dash drivers side, left side of the steering column.  I could not find it.

I would appreciate any direction, this seems to be harder than it needs to be.

Hi Vic, Sometimes hunting for a flasher can be rather frustrateing when it isn't where it is supposed to be according to the shop manual.

    There are in fact 2 differant flashers...the hazzard flasher is a round one like they have used for years while the turn signal flasher is a black boxy thing that looks like a relay. It has 3 wires going to it...black, purple and brown and looks like it clips into the metal panel that is below the steering column.

    When I have a problem with lights not working or flashing I will try the other flasher and see what lights up and what doesn't. So since the turn signals don't work then that could mean a flasher, wireing or fuse problem. If I try the hazzard lights and they all flash then I can be certain that the wireing, bulbs and fuses are good. If you test for power and ground with the flasher removed and it is good then install a new flasher and the turnsignals should be working again.
