Cadillac Repair: a/c acuator does not move, vacuum leaks, cadillac eldorado


Question
I have a 92 Cadillac Eldorado.  When the a/c is turned on it only blows through the defrost and floor vents.  I checked for broken/loose vacuum leaks and found none.  However, when viewing the acuator rod, behind the glove box, it does not move.  I tried to lightly move it by hand and it does not move.  Any Help?

You either have a vacuum problem at the programmer or the programmer is faulty.
