Cadillac Repair: overheating, seville sls, radiator fans

What temp should cooling fans kick in? where is sensor that turns them on? and where are fan relays for the radiator fans..1994 4.6L seville SLS....had thermostat stick and melt plastic neck for radiator hose , replaced with aluminum neck and new thermostat, replaced water pump because of leak at oring for water pump, now a/c is trying to cool but not real cold and i haven't seen radiator fans running yet...have 2 different manuals but can't figure out which relays are fan relays and where the sensor is that turns them on, both fan fuses are good ...help please

fans will not come on until engine temp reaches approx 240 degrees.

temp sensor is to the right of the throttle body and EGR valve as standing in front of vehicle.

cooling fan relays (3) are located on a bracket connected to te fuse block on the right side fender area as you are standing in front of the vehicle. There are 4 relays on the bracket. the one closest to the fender is the RAP relay and the other 3 are fan relays.
