Cadillac Repair: 98 Deville Headlight Problem, amp fuses, headlight switch

Hi Tom.....
I have a 98 Deville and the headlights suddenly stopped working. I found 5 fuses under the hood. They are all good and main 20 amp has power, but the 4 individual 10 amp fuses are not getting power. I Have another of the same car and switched out the headlight switch and that did not solve the problem. I am thinking that there should be a headlight relay somewhere, but I can't find one.  
Any help will be much appreciated.
