Cadillac Repair: Code/pco 741 and PC1520, torque converter clutch, input problem

Question
Trans does not lock into drive or overdrive  Changed fluid not burnt or very dirty no metal part. in pan or on magnet small amt. of blk clutch dust as expected at 111,000 miles Old Service Records inicate Car ser. at dealer every 3000 mile and Trans serv. about 30,000 miles ago   got a service trans message with in last 300 miles before trouble also getting a service engine light at or about the same time. this is a northstar sys 1996 Deville Im an old Ford/Linc. Ser. mjr./machanic so this is a new sys to me help!!! PC0741 = Torque converter clutch not engaging.

PC1520 = Park/Neutral or PRNDL input problem.
