Cadillac Repair: climate control, cadillac eldorado, heat work

it will not run at all. they replaced clutch, compressor, all hoses and tubing. they thought it was a bad wire and jumped the wiring (don't know what that means) and it then blew all fuses in the car. now they are saying it is control panel, and something about connectors, one is telling the car no freon and another is saying to much freon.

1994 cadillac eldorado. I have had the ENTIRE ac system replaced on this car at one time, still won't work. Upon further testing 2 days later was told it was the control panel. What exactly is that and how much more is this going to run me. I have already paid 1200.00 for something that does not work. This is the only thing wrong with this car.

What does the climate control panel do ?. Anything ?. Does it run the blower to the different vents or what ?.

Why did they replace the entire AC system ?.
