Cadillac Repair: Intermitten Overheating, coolant lines, cadillac dealership

I own a 98 catera and it is routinely growing hotter than 1/2 on the temp gauge. The excessive heat generates in city driving. When driving at higher speeds at a prolonged time, the gauge tends to be at the marker between 1/4 and 1/2. However in slow city driving, the gauge will get up to the mark between 1/2 and 3/4. If I am sitting still when it's at that mark above 1/2, it will not cool, but raise even higher to nearly 3/4 before the fans go off to cool it back down. I find this behavior abnormal, but the local cadillac dealership quotes that this is normal for this car to run this hot. I feel that I am damaging something running it this hot. I also notice that I tend to burn oil running it this hot, having to add a quart to recoup the oil loss. I've had a new oil cooler installed, as well as work to coolant lines. There was an issue with the head gasket that cadillac claims their sealant solved. I am afraid to drive this car at lowered speeds because of the overheating tendency.

Do you know or can you speculate the potentialities of this intermitten overheating issue? Everyone is saying that the car is ok....I don't buy it. No car should get this hot on its own unchecked. Can you help?

Unfortunately I have had this same question raised to me many times and I have looked into this the first time the question was asked and unfortunately the coolant fans will not come on until the engine temperature reaches approx 220 degrees.

This is the way the vehicle was designed to run at and altering the temp at which temp the fans come on will only disrupt the normal function of the vehicle.
