1979 Chevy El Camino will start with any old model key and some times car  will start with out a key if you you wiggle the the steer column or cover

There's not really a question here, Just a statement about your car.  I can only assume that you want to know what it takes to repair this problem.
The lock cylinder is bad and needs to be replaced.

Lastly, I would have a new lock cylinder in hand before you begin, to see what you are working on (hidden in the column) and accomplish finishing this job quickly.
