1986 Cadillac Fleetwood Brougham with climate control, engine running. All of the AC air comes out of the floor vent instead of the top vent. Occasionally the AC air will first come out of the top vent for about 90 seconds then slowly the air switches to the floor vent. Air coming from the top vent seems to only happen when engine is cold. After warm-up only the floor vent is active. Vacuum measured at engine 21 then 17 with the AC on.

You could have a broken vacuum line(s)., Faulty vacuum actuator(s), Faulty Programmer.
