Hi,Phillip

The most common cause of the no crank to start,if the battery is in good condition, and no theft deterent indicators are active then the starter motor has failed and needs to be replaced, now i have seen the 99 seville sls's and sts's have a failed ignition switch causing the same conditions, also in rare cases the ignition/starter enable relay has failed,to determine if it is in fact the starter, you can check to see if you are getting crank voltage on the starter sol enable wire,to locate this wire,it is purple in color, and fairly thick in dia about 10-8 gauge in size,it is located at the connector right hand side of the engine close to and behind the power steering pump,it will be a 4 wire connector, and you will see the purple wire then, take a test light and connect it to ground,i use the bracket, and probe the purple wire, have someone crank the engine,if it lights but no engine cranking then we know the ign switch relays and ckts are good and a failed starter is the cause,if no light on cranking we need to go one step further, let me know what you come up with and ill assist you in finding out what else could be the cause,Thanks

ED

First of all I want to send you my sincere appreciation for you help, Thank you, I did what you said using a test light on the purple wire, did not light up, went further and jumped the purple wire to ground just a touch, starter cranked, also moved around the starter relays and switch with the accessory relay (they are all the same part numbers) same problem, everything on but nothing to the starter. Also security does go off when key is turned, seems ok. Do you have any further suggestions? Again thanks for your time and effort with my problem.

Hi,Phillip
Ok,we know the starter does work when you jumped the purple wire, now we need to go into some pre checks so we dont chase our tail,i was looking at the starting sys diagrams for your seville, but try this first, put your foot on the brake key on,and shift into neutral, attempt to start the car,if it doesnt start, release the key and attempt to start again this time move the shifter a little from neutral to reverse and then neutral to drive, but not fulley into the gears, like giggle the shifter mid point between neutral and reverse and the same between neutral and drive, see if the starter clicks or fulley engages to start, what im trying to see if the neutral safety switch is the problem,if it does attempt to start or starts then we have a neutral safety switch that failed or is missajusted.
If we still get no start then we need to check the ckts, fuses and relays, start by checking the fuses, one fuse is located in the rear fuse box located under the rear seat and to the left, remove or lift up the rear seat, while there check the battery and cable connections, the fuse your looking for is labeled IGN SW,on the cover you should see the diagram were it is located, make sure its not open, the other fuse is located at the engine compartment fuse block,it is a 30amp circuit breaker labeled START,testing that you need a meter set to the ohm scale and test across the terminals of the breaker to make sure it isnt open,or you can take a fused jumper wire and plug that in instead and see if the starter cranks,if all is ok there, then we can focus on the 2 starter relays also located in the engine fuse block they are START1 and START2,remove the start1 relay and probe the terminals, there will be 4,1 should be batt voltage all the time the other you need to probe with it in the start or crank position, this is a yellow wire and the lable is T2 it may show it on the little diagram on the relay, this is the voltage feed from the ign switch and the neutral safety switch,if we dont have batt voltage when in the start or crank position,we have a failed ign switch or a neutral safety switch, let me know what you find and contact me and we will go further into it.Thanks
