Cadillac Repair: A/C 1996 DeVille reset, 134a freon, rear windows

Question
My 1996 DeVille had a bad blower for 4 months. Even without the blower I could run the a/c and by lowering the rear windows get air. It stopped working when the pressure got too low. I have repaired the blower and tried to gas up the 134a freon. The compressor did not restart like I thought it would when freon was hooked up. What do I do now?
