Cadillac Repair: 1990 cadillac sedandeville starting problem, power fuse, serpintine belt

a friend of mine has a '90 cadillac sedandeville w/4.5 v8. he had to have the serpitine belt replaced. it was almost broke,1-1/2 connecting rib intact. It was replaced but by someone with less knowledge than myself. He,as told,tried 5 belts before he could get one to fit.Car started once but then quit and would not start again:belt was not put on correctly.  I went and put a new belt on(new one would not fit so i said get one about a 1/2 inch bigger, went on fine but car would not turn over with key. All dash lights would come up and all other electrical would work but engine would not turn with key. You could bypass( w/key on) by shorting solinoid and engine would spin but engine would not start.I had a '76 225 with same problem sans belt and bypass via solinoid but it was a power fuse. I read in a thread that there is a rod that goes from key ignition to relay that could be out of alingment meaning replacement of relay. Could that be the problem ? I don't understand turning key and all the bells and whisles work but nada on the engine turning over,not even a click but you can turn engine over via shorting solinoid but still no starting of the engine. No ones sure of what the other guy did since no one was there but it's apparrent he did not look at the serpintine belt tag on rad cowl. Could the wrong placement of the belt screw something up ignition wise? No problems until the wrong belt placement occurred.I don't have a pic of belt placement but here goes from mem,"the wrong placement"( although i can not visualize a backwards turning of engine becuase of this)of belt is as i can remember starting from crank going clockwise: up and under 1st slave over alt. under 2nd slave over pwr strg down to ? and a/c comp. and then  completely bypassing 3rd slave to crank. Help me by helping my friend,i'm sort of stumpt but wish not to incur undue $$.      thanx stuart

This is one I have yet to encounter. I can't see any connection of what would be damaged by installing the belt incorrectly. The only possible thing that I can think of is that IF the alternator was turning in the WRONG direction, The vehicles computer system did NOT see the battery voltage feedabck coming from the alternator back to the computer and it activated the anti-theft system.

Unless I had the vehicle in my shop in order to run some tests, I honestly do not have an answer for you.

I don't see HOW the neutral starter safety switch could have been effected by a belt being put on wrong.

Try resetting the anti-theft system via the owners manual.
