Cadillac Repair: a/c compressor, serpintine belt, cadillac deville

Question
Is it possible that something inside the engine has shifted or become unbalenced becasue I know that I am installing the belt correctly because I have done it several times before.

I have a 1995 cadillac deville.  The only thing that was wrong with the car before it would not start was that the a/c compressor was off for some reason.  After several months with no a/c the car started to squeak and/or squeal when the car sat idle. After some time like that the car would not start. Everything electrical comes on.  As I try to turn the ignition the engine jumps like it wants to turn over but is stuck. I took some of the resitance off of the serpintine belt and the car started right up.  I then took the belt completly off and when I tried to put it back it was too long.  Why won't the car start? Why is the belt too long? Is there something that I can do to see if the compressor is any good?
Answer -
The bearing in the A/C compressor pulley has most likely FROXEN UP and requires replacement.

As to the belt being to LONG, You are NOT installing it correctly.

Answer
I have never seen anything MOVE when the belt was removed, But I have seen the belt installed incorrectly many times.

There should be a belt configuration sticker pasted on the hood or in the engine compartment showing the correct routing for the belt.
