1999 Cadillac Deville, has 223,400 miles. Owned since new, few
problems, a great car. Most notable problem was air conditioner
compressor failure, compressor was replaced during warranty.

Suspension is full up and car gives a rough ride but handles
normally. Suspension remains full up with leveling system
compressor fused removed.

Please help.

I understand your recommendation for height sensor rod. The reason I mentioned that suspension remains full up when compressor is off due to fuse removal is that the compressed air pressure does not bleed off. Does this make sense?

Answer -
The most likely and most problematic component that causes this fault is the HEIGHT SENSOR mounted on the underside of the body and is connected to the axle tube/suspension by a 5 inch metal rod.

Check this rod it may have just come OFF.

This height sensor is about 4 inches square and 1" thick and has a multi-wire black rounded plug attached to it.

However, I have seen VERY FEW compressor faults that cause this problem.

Answer
When the height sensor arm moves UP when you put weight in the car the compressor pumps air into the shocks.

When the arm moves down when the weight is removed, the sensor sends a signal to the compressor to open a valve to VENT the air out. Whether the fuse is removed or NOT, The compressor has no way of electronically VENTING the air until it receives an electrical signal from the sensor to OPEN the VENT.
