Cadillac Repair: No power, cadillac sedan deville, battery voltage

Question
I own a 1988 Cadillac Sedan Deville with 92,000 miles. I went to start it and had power, but as soon a I turned the key the car went dead.  There is absolutly no power at all to any device or lights, either with the key in the off position or in the accessory position. The battery is putting out 12 volts and the terminals are clean. Would appreciate any advice on what to check, thanks.

Answer
All the wiring comes off of the starter post where the POSITIVE battery cable attaches. Check for battery voltage at the starter.

also you will see 3 or 4 RUBBER covered wires that are about 4" long that connect to your regular plastic covered wires within the wiring harness at the starter. These RUBBER covered wires are called FUSIBLE LINKS and act like a fuse and when a short occurs they MELT internally.

Test for battery voltage at BOTH ends of these fusible links.
