Cadillac Repair: 95 Cadillac Climate Control???, amp fuse, cadillac eldorado

I have a 95 Cadillac Eldorado that was brought to my shop by a relative that was diagnosed by some other shop as a defective blower motor. My aunt saved her money to get the blower from cadillac which set her back 350.16. Here is my data and findings. Upon installing the blower motor, It didnt't work so I went to the fuses to find that the 30 amp maxi fuse was blown this fuse is wired in with the HVAC programmer and also the 40 amp maxi fuse which is wired in with blower motor itself and a 10 amp fuse in the trunk. Replaced all three and found that now I have 12v on pinC,My ground on pinA lit my power probe green( Note did not apply power with probe), the only thing now is I don't have a signal from the programmer on pin b .I am not getting any voltage or voltage change according to my multimeter. After this I went under the dash to the programmer to an orange wire  which according to alldata is power input it turned my test light on but there was nothing on the gry/blk wire to the blower motor.My last tests  were to use the on board overrides to see waht would happen AS16 where you check input and display numbers were fine but with AD20 the blower  override did not work. The last thing I did was to  plug my Tech 1(GM based scantool)in and go to output functions and see if I could activate the compressor clutch... nothing . So I have no reponse when you request heat or ac and I have installed a bran new blower motor w/ shiny new heat shield. I am a little nervous that it might be the 950.68 hvac programmer . I am a young ASE certified tech (3 years) and still learning somthing new every day .Any 2nd opinion makes me feel a little bit better. Thanks.

Hi Weldon, Looks like you have done some thourgh testing. Double check the maxifuse 4 in rh fuse block.  You may want to double check the power and ground circuits at the blower motor because the probe has a fault in that if a single strand of wire is good then it will light the LED but not carry voltage. What I use is a headlamp bulb with jumper wires. Everything seems to point to the programmer. Were there any codes useing on board diagnostics? Then in A16 you commanded to 99 and no blower right? Then go to AD20 you should see the same number. If you don't then the programmer is bad. If the same did you backprobe the gry/blk wire at the prog. terminal D1. Maybe the wire is open between it and the motor. There is another power wire Brn @ C12 of prog for the ignition 3 fuse. Make sure it has power. You might get a used prog. from the junk yard as an option to new if they will let you bring it back if bad. Hope that helps. Bill
