how DO i REPLACE THIS ITEM IT LOOKS COMPLICATED, DOES THE STEERING WHEEL NEED TO BE PULLED OFF?

Yes, the wheel needs to come off.  You will need a steering wheel puller, and if air bag equipped that will need to be disabled.  You will also need a torx driver, number 25 to unbolt the column covers and bolts for the switch itself, and a number 7mm socket to unbolt the connector at the bottom.  It is a difficult task that if never been done before could take a couple hours.  If you want I can give you detailed instructions to do this, but will have to do some research on step by step instructions, as I just do it from memory
