Chevrolet Repair: Transmission, vacuum modulator, chevy van

Question
QUESTION: I replaced the transmission on a 1987 diesel chevy van 6.2 litre and I still seen to have the same problem.  The third gear will not go in.  Can you please tell me what might be causing this problem.  I don't think it's the transmission anymore.

ANSWER: What transmission?  Does it have a vacuum modulator at the back?  Did you check the detent cable adjustment?  Do you know how to adjust it?

QUESTION: Answerinyour question:WHAT TRANSMISSION? I bought the van with the original transmission, but it had a problem, only first & second gears changed. No matter how fast I
drove the third gear never cranked in. so I decided to replaced the transmision with a used one.
I am experiencing the same problem with the used transmission.

Yes this tranmission has a vacuum modulator.  We also checked the detent cable adjustment, however we don't know if it is properly adjusted.  I removed what I believe is the transmission control switch, which is next to the detent cable. I found that if I press the switch manually the switch closes.  There are two wires on the switch one of them bring the power to the switch and the other one goes straight to the electrical conection on the transmission.  On that transmission connection, there is no voltage at any time even if I drive the van at 55 mph.
Could the switch be the problem by not closing the points so that voltage can pass to the transmission connection?  Or could it be the vaccuum modulator or the detent cable adjustment?

simple detent
Try adjusting the detent properly.  It should be taught when the throttle is wide open.  Press the tab down and push the ratcheting adjuster back.  Put the cable on the throttle and then just press the pedal down and it will self adjust.  Here is a pic I drew in paint.
