Chevrolet Repair: security system lock out, vtd, scan tool

QUESTION: 1998 chevrolet 1500 cheyenne pick up with a 4.3L vortec v6 ..can you explain the security system lockout feature on a non keyless entry vehicle? mine will not start after the fuse was removed and replaced.

When you say it will not start do you mean it will not turn over (does the starter engage?)

QUESTION: yes its turn over starter engage but its has no fire or gas pressure

It has PASSLOCK and may need to have the keys retrained.

PUt vehicle on battery charger

Turn key on for no less than 10 min in run position
Turn key off
Turn key on for no less than 10 min
Turn key off
Turn key on for no less than 10 min
Turn key off
Start vehicle

 Without a scan tool that can access 'u' codes you can't diagnose this system.  The VTD relearn assembly line timer is 600 seconds.  Do not get impatient or you will have to start from scratch. MOre than 600 seconds is fine but not a second less.
