Chevrolet Repair: 1994 Camaro Starting Problem, steering wheel locks, neutral safety switch

I have a 1994 Camaro that normally runs great.  However, today the ignition turns, but nothing happens.  All power options work with the key in the on position, but the engine does not turn.  The steering wheel locks, so it is in park although it acts like it is not.  The radio does momentarily turn off with the key fully turned as it should.  Someone said that it may be the neutral safety swith, but I am not sure where it is located.

Neutral safety switch can cause this and it is located on top of the transmission.  However, let's not jump to that immediately.  

It is not unusual for accessories to work but the battery be too weak to turn the motor over.  

Is the car in park, for sure?  Try putting it in reverse and then back into park.  Try starting it in neutral.  Safety switch is associated with these tests.  Is the connections good at the starter?  No wires burned on the manifold, or anything like that?  Is the battery voltage at least 12.2V?  What does the battery drop down to when you turn the key?  Lower than 11.8V would indicate an undercharge.  Maybe you left something on that drained the battery.  Possibly the starter just went bad.
