Chevrolet Repair: noise in 03 tahoe, invisible connection, gauge cluster

I have a 03 tahoe, the steering column makes a ticking/rubbing noise while it is running, thought maybe it has to do with the clock in the gauge cluster cause it is consistent

Moving or not?  I am going to guess you hear this noise while moving.  I suspect the speedometer.  These are operated by magnetic wave of flux.  One part drives the other by way of a invisible connection.  I suspect the part attached to the cable is making the noise.  

If it happens in park or moving, then it is probably the clock.
