Chevrolet Repair: 1999 Dodge Neon, dodge neon, proportioning valve

We have changed our master cyclinder on this car we bench blled the master cyclinder, then properly blled the brakes all the way around the car,we still do not have brakes. we cant figure it out, My husband check for leaks all the way around, we blled the brakes for a hour.  We even had a guy who said he worked for a dealership look at it and he cant figure it out. Do you have any suggestions. Thank you.

Sounds like the piston/acutator that should be between the booster and the MC is missing.  Did you get pedal pressure during the bleeding?  Or did you use a pressure bleeder?  

If not that, I figure you have air in the proportioning valve, the ABS system, or maybe you have a pinched line.  

This is a tough one when I am not able to see the car.  Very curious.
