Chevrolet Repair: Blazer four wheel drive, chevy blazer, size trucks

Question
What would cause '99 Blazer (52,000 miles) not to switch into four wheel or auto four wheel drive? Light on dashboard blinks, but will not shift and returns to two wheel drive.  I was told the transfer case module was bad, but replacing this did not help.

There used to be a lot of problems with the front axle actuator, but I think they pretty much cured that well before 99.
99 Blazer? Not a 98?
Still, your symptoms point in that direction, so worth a check.
