Chevrolet Repair: blazer s10 wont start, blazer s10, chevrolet s10

my mother has a Chevrolet s10 4.3 that wont crank we had the starter replaced in January and a friend went under and diagnosed that he don't think it is the starter. some people told me that it may be the ignition switch but then i was told that if it was the switch the dash lights wont work any advice

If the starter won't even make a noise, it could certainly be the ignition switch, or the neutral safety switch, or a loose wire, or a blown fuse.
Have you tried jumping across the terminals on the starter solenoid?
Have you tried shifting it to neutral and try starting it there?
