Chevrolet Repair: headlights/electrical, high beams, light indicator

I have a '98 Cavalier. My headlights started sometimes not coming on when I turned them on; I would have to turn them off and on several times and it only happened occasionally. Most of the time, they were fine. Then the headlights failed one week after the problem started. They wouldn't come on but the running lights were fine, as were all my dash indicators. If I brought the stalk towards me and held it there, I could get headlights and if I brought it further in and held it, I could get high beams. Dealer said "$13.00 part but $300 to $400 labor". Impossible. A man from my church bought a new stalk, dismantled steering wheel/airbags/etc., put on new module which is exactly like what he took off, but now my lights won't turn OFF unless I pull both fuses, and my running lights won't come on and my running light indicator doesn't come on. He says he couldn't have miswired because it's a module that plugs in. Everything else works fine (cruise control and blinkers). I've had no other problems with the car and it's had normal maintenance. Please help.

Hi Jeani, I can only guess on this one!! The most common thing to go bad is the front wire harness to the headlights. The connections where the wires are put together corrode and don't make a connection. You can repair these connections but it doesn't cost that much for a new harness and isn't a real big deal to put in.
