how many pounds of torque should the lifters be on a 88 astro van 4.3 liter

Hello Will,
Normally lifters are not torqued, but rather adjusted to take all slack out, and then a prescribed amount of turning further. This must be done at the correct time, also, so a manual should be used.

On a 4.3, loosen rocker arm adjusting nut till there is slack, then tighten to take out the slack. Then tighten nut one full turn.

With #1 piston at TDC compression stroke, adjust intake valves on cyls 1,2,& 3, and exhaust valves on 1,5,&6.

Then rotate the crankshaft one revolution, (to TDC Cyl 4, compression stroke), and adjust intake valves on cyls 4,5,&6, and exhaust valves on cyls 2,3,&4.
