Chevrolet Repair: 1989 Celebrity Heater dead, electric cooling fan, long distances

My 1989 Celebrity Eurosport heater (and AC) seems to have died. The blower and fan are not working at all.  Under the hood, with motor running, I noticed the radiator's fan was not turning either.  However, I have not experienced any engine overheating.  Must say that I haven't gone any long distances.  

Help!  I want my heater back at the lowest cost possible.  What are the first easiest things for me to look into before going to a mechanic and maybe getting "jipped".   Advanced thanks.

OK, I am a little confused by your statement:

The blower and fan are not working at all.

Are you saying that the blower motor for the air output for the inside vents for heat and A/C is NOT emitting ANY air volume at ANY speeds being LOW, MEDIUM or HIGH ?.

Are you also stating that the radiator electric cooling fan is NOT operating also ?.

QUESTION: Can you read and perform basic electrical tests if you had an electrical schematic of BOTH fans ?.
