Chevrolet Repair: Brakes on a 1989 Chevrolet Astro Van, chevrolet astro van, cruise control module

I am trying to get the brakes working on this van and having trouble getting the rear brakes to bleed and not having enough brake pedal.
Rear Brakes and axle bearings/seals had to be replaced do to a blown seal and bad bearing.
Also replaced both wheel cylinders. Replaced the master cylinder with a rebuilt unit and it seems to be working well.  (Bench Bleed) system seems to have two valves on the brake system.  Proportional valve (checks OK) and a differential pressure valve that is connected to the cruise control module by the master cylinder. could the diffenential pressure valve which seems to have two colenoids in it be causing the problem?  I would hate to replase this unless it is really necessary as this little part is $320 US from the local dealer. Any help would be appreciated.

I think the two solenoid item you mention is the rear wheel antilock brake valve, which could possibly be where your problem is.
But I think you might just keep trying to bleed them, maybe with the engine running, so the booster helps.
Also, make sure the rear shoes are adjusted up close to where they should be.
