Chevrolet Repair: 1988 S-10 Chevy pick-up, circuit breaker, power windows

Another question concerning the power windows/locks not working:
I pulled the pwer window/lock fuse and inserted a circuit breaker tester and there's no power to the fuse breaker.?
Could you help with this problem.

Hey Alice,

  If you are positive that there is no power to the circuit breaker which should have power all of the time then you have a problem with the panel or the fuse links that supply power to it.  The fuse links are up front or on the back of the solenoid for the starter.  They look like little barrels right in the middle of the wire.  Check for 12v on both sides.
