Chevrolet Repair: 1990 Chevy Pickup, throttle position sensor, smooth variation

Question
I have a 1990 chevy 4x4 stick shift with 350 TBI.When I start the truck it idles with surges&when I drive it & try to excelerate hard it has no power.I noticed that the battery guage reads well above 14v at maybe 15-16v.I also notice while idling an intermittent clicking sound from the right side of the dash or fire wall. The battery is new & fully charged.Could this over charging condition be affecting the computer control & thus the simptoms described? The truck has 160,000 miles & just started doing this.Otherwis it ran great.Your help would be much appreciated. Also it is a 1/2ton truck.

Answer
Hi Bill,
I immagine it could cause some problems.
Check it with a good volt meter though, don't depend on the dash gauge.
While you have that good volt/ohm meter, check the throttle position sensor. You want smooth variation through the entire travel.
A fuel pressure test is next in line.
