Chrysler Repair: Multiple electrical system failures: 04 Pacifica, 2004 chrysler pacifica, fog lamps


Question
2004 Chrysler Pacifica AWD 3.5L Driving in rain suddenly all power seemed to go out, then quickly back on repeatedly every 10 to 15 secs.  Discovered problems stopped when wipers turned off.  Made it home, removed wiper motor.  Now headlamps, radio and climate control don't work, and the fog lamps flicker quickly without control.  Tried on, off, sequence and got code listed.  Starts normally then after 15 seconds the alerts for ABS, Trac Cntrl, and others come on.  Try menu and it states " Must be in Park" when I am parked.  Tranny replaced in Dec. 2010 after sitting for approx. 10 months.

I don't believe the 0660 code is related to anything you have noticed because it is involved with a manifold tuning valve on the engine. The major other electrical issues however seemed to all be mediated via the  'run relay' located in the power box in the engine compartment. I would be inclined to switch it out with another one witht he same part number but of minimal importance if there is such a relay in the box, and if not, then get a replacement relay for the run relay function. If that relay had poor internal contacts or a weak activation coil then that would explain almost all of what is going wrong. There is a diagram on the lid of the power box which will point you to the location of that relay. There may be a spare one not in use, or get a replacment at a parts store. Let me know what the result is.

Roland,  We picked up the new / rebuilt wiper motor and installed it first.  Started and all was fine, sensors alarms out, lights work, fogs OK, Climate control panel alright, stereo OK.  Tried the wipers and they still don't work and cause the entire electircal system to go cary again, flickering headlammps and fogs, ABS and such cluster alarms on again.  Tried the on, off routine again and got P01698.  While waiting for your kind input, will research this.  

PS - parts store counter man was reluctant to sell the "run" relay to my son, recommended we go to dealer.  He did not purchase relay, we did not attempt it.  I'm willing but cautious.  Still suggest it?

By replacing the wiper motor that specific item has been removed from the possible cause list for your issue.
I would recommend that you remove the wiper on-off relay and the wiper hi-low relay.
Then try the wiper switch and see if the issue continues or not. If it does, then there is some sort of an issue with the wiper control switch that is shorting out and dragging down the battery voltage. If it doesn't then try putting in any other relay from the box that has the same part number as the hi-lo relay as a substitute for the removed relay and again try the switch. Then if the problem is still there the issue has to be the wiring of the body computer to that relay, if the problem is gone, then do the same substitution for the high/low relay and try the wiper switch to see if the wipers work without the problem. If so then your problem was the hi-lo relay. If it still is there then again the issue is the body control wiring to the hi-lo relay. Basically, I suspect one of those wiper relays or the wiring to it is the problem.
The 1698 is about a loss of the digital signal in part of the CCD digital bus, but that I would believe is due to the short in the wiper circuit which is dragging down the voltage on the system.
