Kevin, I may have found the problem. There was some corroded terminals on the Battery jump start leads. I cleaned and greased them.
 Fuse 19 (Dome lights) also has the Clock and door chime with it. Which would explain the 13 milliampere draw.

Hi Chris,
Fuse 19 supplies many, many lights plug a circuit in the body control module. I wasn't involved with your earlier quesction, just having found this in the 'pool' to which Kevin referred it, but 13 mA is not so much as to discharge the battery very quickly. I would think that is about a normal ignition off draw. I don't believe you will reduce this below that value.
