Chrysler Repair: 1998 Breeze: electrical gremlins, technical service bulletins, fuse box

QUESTION: Hi Roland, this is a VERY general preliminary question: What are/is if any/are most prevalent widespread electrical problem area of this vehicle?
 Can detail symptoms, have them cheat sheeted. Have power distribution center open from the bottom, have voltage readings ect. Have 20+ yrs exp. and 90% mopar from '63-'00.

Took a few min break to ask prelim...know it's not to the point, will elaborate if it gets to that point.Please and Thanks, I know Your time is valuable and hope the forum might gain from this. Gregory

ANSWER: Hi Gregory,
I am pleased to have your interest/question which would be applicable to the '95-2000 Cirrus/Stratus/Breeze. Unfortunately I don't have the Technical Serice Builletin volumes on these vehicle as those would be the place to begin such an inquiry. I can't say that I am aware of any specific problem area that has come up over and over again, though I don't keep statistics of frequency of problem areas but rather take them on one at a time. Nothing sticks out at the moment in my mind. But Technical Service Bulletins would no doubt be what you would want as they represent problems which have come to the attention of the Corporation from the dealer shops. I would be interested in anything specific you need some advice on as best I can offer it.

QUESTION: Found evidence of weatherstrip leakage and surface rust on dash members next to interior fuse box. Most every fuse has signs of arcing in said fuse box. RR window no power either which backs up the moisture in the area.
To the good, the power distribution center is free of corrosion.
What started this was pin 16 had 1.4v and no read from scanner or key test. Radio fluctuates voltage, wipers no low,brake lamps erratic, interior lamp no function even at switch on lamp. Pwr mirrors no function, door locks erratic. this car has shown symptoms before. Will attempt once to do visual and meter test. Good car will replace the harness' and PCM/ECM wholesale if no stable readings are produced.

Hi Gregory,
That sounds like a vehicle from a very high humidity part of the country or perhaps might it have been in a flood? I can't recall a JA-vehicle with so many such problems. Maybe you should start by checking the ground leads on the left and right strut towers, the rear of the transmission and the rear of the engine. Any loose or corroded contacts might well produce a multiplicity of problems. Also in the cabin there are a couple on the right instrument panel center support and the left cowl.
I am not clear as to which plug's pin 16 you speak of but I suspect you mean the data link connector which gets power from fuse 5 in the cabin. That is the IOD fuse and is connected to  over a dozen other lamps all over the body any one of which might be shorting it.
