Would my van be unresponsive although I am pressing the accelerator pedal if the cable is too long? too stretched or the pedal has too much play?

The best way to find out is to open the hood and look at the other end of the cable located at the throttle body on the top rear of the engine and see whether, when a helper steps on the accelerator, the lever that is operated by the cable moves appropriately as the pedal is pressed. If the lever moves responsively, then you may have a fault code stored in the engine computer memory which will explain why you are not getting response from the engine. But you need to tell me the year/engine size in the van so I can tell you how to find out the codes, if any.
