Chrysler Repair: 06 T and C: electrical malfunctions when wipers used, automatic temperature control, cigarette lighter

I have 2006 T&C.  Today when I turned on the front wipers the radio, blowers, and "cigarette lighter" went off.  It also caused the back wiper to only run sporadically.  When I turned the wipers off everything came back on and ran fine.  What is the problem?  Is it a relay issue?

Just to be clear, I assume that the front wipers did run, correct? And is it possible that the rear wiper was actually set to be 'intermittent' rather than continuous in its action? If continuous did it become continuous when you turned off the front wiper?
The blowers: are those associated with the interior air handling, correct? And is this control panel for the ventilation an 'automatic temperature control' type of unit with a digital temp setting display or a conventional type of unit?
Finally, what was plugged into the cigarette lighter that led you to notice it went 'off'.
I am looking at the circuitry and I do see an 'accessory relay' which is involved with most of these affected devices, but I need to figure out why turning on the wiper would cause that relay to cease functioning. Please tell me the answers to my questions and I think I can give you some ideas.
The 'accessory relay' powers the radio, and cigarette lighter. The wipers are powered by separate relays, as are the blower motors. If you look at the power box in the engine compartment you will see on the lid the locations of these in the box. All the relays are controlled by the front control module on the front of that box, but I don't see a logical basis why the blower and accessory relays would 'open' when the wiper relay is activated unless the wiper circuit was drawing 'down' the voltage supply for the relays' actuation coil operation. Was there a heavy electrical demand at the time (headlamps, etc.) which might have dropped the voltage 'across the board' which would cause some relays to open but not others on a somewhat unpredicable basis? Can you replicate the behavior again? Perhaps the wiper motor was drawing excess current in the cold weather which dropped the overall voltage of the system.
