Chrysler Repair: Power Window motor/mechanism: 99 T&C, dodge grand caravan, dodge repair

Question
QUESTION: I have 1 1999 Chrysler T&C. The passenger window cannot go down and then back up without stopping, waiting a little bit allows it to move some more. I think there is a relay going bad. I have the service manual, and have removed the lower steering column cover and the metal knee blocker reinforcement, and can see the junction block. I would like to swap PTCs 8 and 9 to see if a different PTC corrects the behavior, but I am having a difficult time getting the little plastic cover off the PTCs so I can remove them. I don't see instructions for how to do this in the manual. The post at http://en.allexperts.com/q/Dodge-Repair-809/1999-Dodge-Grand-Caravan-1.htm implies that they are not serviceable, but I have seen many references to replacing them, so there should be a way to get them out.

ANSWER: Hi Keith,
I haven't worked with PTC's so can't give you advice on their removal. However you could monitor the output of each of those at the pins of the upper right 36-pin plug. PTC 8 is on pin 17 while PTC 9 is on pin 34. You could put your voltmeter on those pins while you operate the window switch to observe if either of them opens momentarily while in use. I suspect that is the normal behavior of these solid-state fuses, and that the load on the window motor may be due to friction in the lift mechanism.  I don't see any relays in the circuit for the power windows. Please let me know what you learn.

QUESTION: Hello Roland -
I did the voltage check. The voltage was constant, with a minimal drop as I operated the windows. The passenger window voltage still showed 11.5 volts (engine not running) when it stopped, and stayed constant as I applied the switch to try to get it to move again. So it appears that the PTC is not the problem. As this problem seems to happen more in cold weather, is it more likely the window motor is overheating due to friction as you suggest, or that the window motor itself is failing?
Thanks,
Keith
