1999chrysler 300m 3.5 opened drain on rad.and drained coolant,when closed continued to leak,is this common and how is it fixed and/or replaced?

Probably the seal on the draincock has deteriorated.
I would believe that the drain cock can be removed and replaced with a new one. A dealer parts department would have one if this is the case. Alternatively, you could go to a radiator/ac shop and see what they know about this sort of a problem. The manual doesn't mention how to remove the cock. It may be that when you have it in the full open position, then push 'in' on it and see if it rotates beyond the 'stop', it may come out. But check out the dealer/shop first as you don't want to force it and break the cock or the cock housing which would require a new radiator.
