ANSWER: Hi Garland,
When the vehicle runs for a few seconds, then quits that is a sign theat the theft system is not disarmed.
Have you tried for fault codes: on-off-on-off-on and leave on" doing that in 5 seconds or less elapsed time? Then watch the odometer window to see if mileage changes to show andy 4-digit fault codes.
Let me know.
Also, does the the theft light stay on, is it off, or it it flashing?
Do both cars have the skim key?
Did you go through the skim key progamming procedure?
Would you be so kind as to re-write your question using sentences (punctuation marks) as I have trouble understanding this history.
Thank you.

QUESTION: Hi Roland /Checked fuse 13 good and looked underhood fuses wasn't marked G.N.S.T So checked them all.tested good.Should reprogramming the key help.Fuel pump does run for few seconds when turning on key.Tested for power at pump,Yes but no power when starting.Sprayed starting fluid in air intake and it tried to start.Acted like it needed gas, checked tank for gas, yes.I have only 1 key with chip in it.

Answer
Hi Garland,
I wonder if one of the two rotational sensors on the engine might be broken? The pump circuit appears to be good as evidenced by the fact that it runs for a second. But if one of the  rotation sensors is not putting out a signal then the pump will not run beyond that 1 second.
Did you try for fault codes as I described and did you get an 0320 (crank sensor) or an 0340 (cam sensor)? The vehicle anti-theft aspect works by turning off the spark/fuel pump AFTER it starts and runs for 3 seconds or so, not by refusing to start at all. So check for fault codes.
Without both those sensors working the pump will not run, nor will there be spark while you are cranking it over. You can also check the signals coming out of the sensors by measuring for voltage between the black/light blue ground wire and the gray/black signal wire (crank sensor) or tan/yellow signal wire (cam sensor) while you are turning the engine by hand using a ratchet on the crank pulley bolt. The ignition switch should be 'on', and if the sensor signal is preswnt you would see the voltate across the wire oscillate between 5V and 0.3V several times per revolution. So I would check that even if you don't have any code other than 1684. Use fine pins to pierce through the wires to make contact for your meter to measure.
