The tcm itself is never deactivated purposely. What deactivates the transmission is the transmission control relay which is controlled by the tcm. The tcm uses input and output speed sensors to decide whether to deactivate the relay. If you have a trans that won't shift then get a fault code readout at an Autozone parts store (free)  and get the 4-digit codes that are stored. That is the best way to understand what is wrong. There is no single sensor or chip to replace; you need to know what the tcm thinks is wrong and act on that basis.
