Chrysler Repair: 99 Neon: AC/turn signal/airbag, time dawn, engine compartment

i checked fuses and replaced them all and my turn singles (inside and out) and A/C will still not work.... The air bag light also stays on...... I just got it back from the mechanic and all this worked before i left it but im going to take it back but if i can do it myself i will.... with ur help.... of course! thx for ur time. Dawn

Hi Dawn,
I have to infer that the '99 has its fuse panel behind the left end cap of the dash, correct? If not, let me know. I am working with the '97 manual and assuming it wasn't changed till later than '99.
The turn signals rely on fuse 6 in the power distribution box in the engine compartment and fuse 15 in the fuse box behind the left end cap of the dash.
The air bags need fuse 16 in the engine comparment box and fuses 16 and 17 in the fuse box of the dash.
The AC system needs fuses 9,10,16 and 19 in the box in the engine compartment.
Look at all the fuses I have listed including a close look at the wire inside each fuse to be sure it isn't cracked rather than blown.
Tell me the history of this sitautation as well if 8 isn't the answer. And if the fuses in the cabin are instead under the dash (like the '02 model which is my other possible manual) let me know that.
